PRB monitoring

▪ ANS CR planned a total RP3 asset value for new investments of 120M€₂₀₁₇, of which 53% for new major investments. ANS CR planned three new major investments for RP3, all of which have started.

▪ ANS CR planned RP3 new investments represent 2% of the Union-wide total amounts of the assets for new investments. ANS CR planned to invest more in ATM systems compared to the Union-wide median (92% vs 47% respectively), and less for infrastructure (8% vs 27%).

▪ ANS CR underspent -11M€₂₀₁₇ (-7.1%) in costs related to investments during RP3 (-7.9M€₂₀₁₇ in en route and -3.2M€₂₀₁₇ in terminal), according to the reporting tables. However, in the monitoring reports, ANS CR reported an underspending of -12M€₂₀₁₇ (-7.9%). No explanation for the differences has been provided. These amounts shall be reimbursed to the airspace users through a reduction of future unit rate(s), unless the NSA decides after consultation with the users, that the ANSP shall not reimburse a part of the difference according to article 28 of Regulation (EU) 2019/317.

▪ ANS CR reported 0.3M€₂₀₁₇ funding from Union assistance programmes in RP3, while SESAR Deployment Manager data indicates payments for 9.4M€₂₀₁₇ during the reference period.
