PRB monitoring

  • Austria registered a KEA performance of 1.99% compared to its target of 2.09% and contributed positively towards achieving the Union-wide target. The NSA states that the target was achieved despite a challenging target and the substantially increased traffic.

  • KEP and KES improved in comparison with 2024. The KES result shows that Austria has improved the element of horizontal flight efficiency that is under its control.

  • VFE of the actual trajectory was at 77.0%, which was better than the Union-wide average.

  • The average time in level flight during descent and climb were both stable compared to 2024, with a slight increase during the descent.

  • Additional taxi-out time was 2.57 min/flight which improved marginally compared to 2024, and additional taxi-in time was 1.54 min/flight degraded compared to 1.41 min/flight in 2024.

  • Additional time in the arrival sequencing and metering area remained stable at 2.80 min/flight.

KEA

The value of the indicator has been improving in terms of both the KEA (from 2.11% in 2023 to 1.99% in 2025) and the KEA corrected to take into consideration the effect of the conflict in Ukraine (from 1.93% to 1.8%). In terms of “ranking” those values place Austria in 9th and 12th place among the States.

The additional distance for Austria corresponds to 2.28% of the additional distance in the SES area (19th contribution).

Regarding the assessment of the achieved level of actual performance in the environment KPA, the NSA reports: “The KEA value has been achieved despite a challenging target and the substantially increased traffic.”

Regarding the implementation of major operational or structural changes during the calendar year impacting performance in this key performance area, the NSA reports: “Full FRA is active since 2016, offering throughout possibilities to fly shortest routes.”

Regarding progress on the implementation of the measures committed to in the ERNIP, the NSA reports: “Since March 2024, FRAIT and SECSIFRA are operating in terms of cross border FRA.”

Regarding the follow up of the remedial measures indicated in the previous monitoring report(s), the NSA reports: “Weather forecasting is undergoing continuous improvement”

AXOT

Vienna is the only Austrian airport subject to the monitoring of this indicator. The additional time in 2025 was equal to 2.57 min/dep, very close to 2024 value – last year of RP3 – of 2.64 min/dep (using the new methodology).

The average for RP4 airports subject to monitoring of this indicator across Member States in 2025 was 3.61 min/dep.

AXIT

Vienna is the only Austrian airport subject to the monitoring of this indicator, newly introduced in RP4. The additional time in 2025 was equal to 1.54 min/arr.

The average for RP4 airports subject to monitoring of this indicator across Member States in 2025 was 1.71 min/arr.

Vienna is the only Austrian airport subject to the monitoring of this indicator. The additional time in 2025 resulted in 2.80 min/arr, very close to the 2024 value – last year of RP3 – of 2.79 min/arr (using the new methodology).

The average for RP4 airports subject to monitoring of this indicator across Member States in 2025 was 2.98 min/arr.

Vertical flight efficiency of the descent

Compared to the overall RP4 average value (149.2 seconds per flight), average times flown level during descent are on average 11.4 seconds per flight lower in Austria. The highest average time flown level during descent happens at Innsbruck (LOWI) (262.6 seconds per flight), while the lowest happens at Vienna (LOWW) (115.6 seconds per flight).

Vertical flight efficiency of the climb

Compared to the overall RP4 average value (34.8 seconds per flight), average times flown level during climb are on average 10.9 seconds per flight higher in Austria. The highest average time flown level during climb happens at Salzburg (LOWS) (71.3 seconds per flight), while the lowest happens at Vienna (LOWW) (41.6 seconds per flight).
