The Functional Airspace Block Europe Central (FABEC) includes the following States: Belgium, France, Germany, Luxembourg, Netherlands and Switzerland. Environment (FABEC)
FABEC registered a KEA performance of 3.06% compared to its target of 2.89%. FABEC did not achieve its target, and therefore, did not contribute positively to Union-wide performance.
The shortfall is attributable to France, which was the only FABEC state not to achieve its national KEA target. The NSA of France states the main reasons for not meeting the target is the high traffic levels, ATFM delays during the Summer and traffic volatility. Remedial measures to improve KEA focus on increasing capacity and implementing the projects listed in the ERNIP.
Capacity (FABEC)
FABEC registered 1.67 minutes of average en route ATFM delay per flight during 2025, thus not achieving the local target value of 0.63. Delays in FABEC decreased by -0.01 minutes per flight year-on-year.
The shortfall is attributable to Germany and France; the other FABEC States (and MUAC) met their local target.
Delays were highest in June, July and August, mostly driven by ATC capacity and weather.
